Represents Vermonters in involuntary mental health treatment cases and/or involuntary medication proceedings, both in hospitals and in outpatient settings, to ensure their rights and liberty are protected.

Handles adoptions, regular guardianships, emancipation of minors, death and marriage records, the establishment of decedents' wills, the settlement of decedents' estates, and decisions relating to the administration of the estates of minors and individuals adjudged to be incompetent to manage their own affairs. Also handles trusts and name changes. Offers to file wills for safekeeping.

Oversees complaints of violations of civil law. These include violations of laws regarding traffic, the environment, fish and wildlife, hazing, and minors' possession of alcohol and tobacco. Also includes violations regarding animal control, cruelty to animals, public nuisances, junkyards, recycling, liquor control, non-criminal marijuana violations, health regulation, and zoning.

Hears appeals of decisions by the Agency of Natural Resources including state land use permit decisions and state environmental permits. Also hears appeals from municipal land use zoning and planning decisions, as well as municipal land use enforcement cases, and enforcement actions brought by the Agency of Natural Resources and Natural Resources Board.

Handles cases including evictions, foreclosures, breach of contract, land disputes, orders of protection for victims of stalking and sexual assault, medical malpractice, personal injury, and wrongful death. The Civil Division also includes Small Claims Courts, in which individuals represent themselves in disputes involving damages of $5,000 or less. Appeals from the Probate Division are heard in the Civil Division. Also may provide passport application service.
