Oversees complaints of violations of civil law. These include violations of laws regarding traffic, the environment, fish and wildlife, hazing, and minors' possession of alcohol and tobacco. Also includes violations regarding animal control, cruelty to animals, public nuisances, junkyards, recycling, liquor control, non-criminal marijuana violations, health regulation, and zoning.

Hears appeals of decisions by the Agency of Natural Resources including state land use permit decisions and state environmental permits. Also hears appeals from municipal land use zoning and planning decisions, as well as municipal land use enforcement cases, and enforcement actions brought by the Agency of Natural Resources and Natural Resources Board.

Manages water and air quality, regulates solid and hazardous wastes, and administers a number of voluntary pollution and waste reduction programs. Program also provides environmental permit information and assistance, business and municipal compliance assistance, a number to call to report hazardous materials spills, and an Environmental Enforcement Division, which takes complaints regarding potential violations of Vermont's environmental laws. Also offers sampling of drinking water, well tests, and other resources during water-related emergencies.

Provides a process to handle complaints about court staff or court procedures. Court staff include managers, clerks, court officers, court operators, and law clerks.
